- Proper cc80 perks (basically select all combat perks).
For the 3 diplomacy configurations (Diplomacy per turn, Initial Diplomacy, and Negotiated Increase), I find the following to be the most consistent setup in regards to early blackmail:
- Diplomacy with other powers worth an additional -3 per turn (a.k.a. unselected).
- Initial diplomatic value: -30.
- Negotiation penalty: -20.
You can modify the diplomacy configurations as you prefer (lower/no negotiation penalty etc.), but I believe diplomacy per turn is the most important configuration and is better left unselected.
- Consul with lobbyist, negotiation expert, and goodwill ambassador skills (preferably level 2).
- Invest in diplomacy tech (leave enough for blackmail).
- First 3 turns don’t setup admin (Production affects blackmail costs).
- Admin setup after turn 3.
- Skip turns.
Things to note while playing:
- Reject wars.
- Accept blackmail.
- Slowly negotiate and ally.
